We need to design a single work-amount-tracker and use it in all subsystems. such that they pass it to other subsystems as necessary.
eg. VARC has its own work counter caps on how many components it processes. but each of those components have their own limit of how much work they do. These explode when multiplied. need one object limiting combined work.
