Outcome

The Draft IANA 2030 Strategy Public Comment Proceeding received a total of seven submissions, five from organizations and two from individuals. These contributions provide valuable insights from our community. Commenters expressed general support for the Draft Strategic Plan, with some concerns expressed about Public Technical Identifiers’ (PTI) outreach strategies and being appropriately funded to meet the strategic goals.

This report presents the staff summary of the comments and observations related to the topics raised by the submitters. While certain comments were primarily operational in nature and will be addressed in the future PTI Operating Plans and Budgets, others suggest revisions to the Strategic Plan. For those comments that are not expected to result in changes to the Draft Strategic Plan, the rationale for such decisions is outlined in this report.

The PTI Board has developed this draft Strategic Plan with IANA staff and the broader ICANN org to cover 2025 through 2030. The plan defines PTI's strategy in delivering the Internet Assigned Numbers Authority (IANA) functions and represents a subset of the ICANN’s strategy. The plan provides an in-depth look at the IANA-related strategic objectives that will help PTI continue to provide secure and accountable management of the Internet's unique identifier systems. Your insights are crucial to ensuring its success and alignment with community needs.

The Public Technical Identifiers (PTI) Strategic Plan covering 2025 to 2030

Background

The PTI Bylaws mandate the development of a five-year strategic plan that outlines the organization's strategic priorities. Prior to adopting the plan, the Bylaws state that PTI shall consult with the Supporting Organizations and Advisory Committees, as well as the Registries Stakeholder Group, Internet Architecture Board, and Regional Internet Registries, in the development and updating of the Strategic Plan. As the coordinator of the Internet’s unique identifiers and authoritative recordkeeper, IANA must meet community needs in a landscape of emerging Internet technologies and evolving Internet governance models.

At ICANN81 a session was held to discuss the future of IANA. Participants reflected on questions such as: How will IANA innovate to meet the evolving needs of our stakeholders? What industry trends pose benefits or risks to IANA, and how will we navigate them so that IANA stays relevant? This valuable community feedback was instrumental in drafting the PTI Strategic Plan for 2025–2030.

The plan shall also be subject to Public Comment prior to approval by the PTI Board. Upon approving the plan, the PTI Board shall submit it to the ICANN Board. The plan shall be reviewed on a yearly basis, and the organization's actual performance shall be measured against the Strategic Plan and reported to the PTI Board.
